EMC directives update

Since the end of Year 2004 new EMC directive and EN 55022:1998 have been published with some modifications.
1. EMC directive 2004/108/EC
On December 31, 2004, the new version of EMC Directive 2004/108/EC was published in the Official Journal of the European Union with the number L 390. The initiative will result in the repeal of Directive 89/336/EEC from July 20, 2007.
This new Directive is based on the EU Commission's 'Simpler Legislation for the Internal Market (SLIM)'. There are various changes in relation to the old EMC Directive 89/336/EEC, as follows:
¡¤The Competent Body (CB) in the old EMC directive will become the Notified Body (NB)
An NB in Directive 2004/108 performs the same functions as a CB in Directive 89/336, except that the role is not mandatory. Decisions regarding involvement of a Notified Body and the scope of involvement are up to the manufacturer.
¡¤Radio equipment and telecommunications terminals are exempted from the EMC Directive
All radio equipment and telecommunications terminals are already regulated under R&TTE Directive 1999/5/EC. The type approval involving an NB as defined in Directive 89/336 is withdrawn.
¡¤ EMC assessment
The manufacturer is responsible for all aspects of conformity assessment.An EMC assessment must be performed, on the basis of relevant phenomena, to ensure that all protection requirements (Emission & Immunity) are met.
¡¤Fixed installations under new rules
Fixed installations including largemachines are treated in the same manner to ensure the satisfaction of protection requirementsand specific requirements (documented good-engineering practices). If an apparatus is intended for incorporation into a given fixed installation and is otherwise not commercially available, CE marking, essential requirements, and the conformity assessment procedure are not compulsory.
¡¤Clarification of scope and definitions
The new EMC directive classifies all product items in two categories, apparatus and fixed Installation. This change allows the establishment of different controls for each category.
¡¤DOW for EN 55022:1998 +A1 +A2 has been postponed to August 1, 2007
In the Official Journal of the European Unionissued on March 31, 2005, the dow (last withdrawal date for previous version of standard) for EN55022:1998 and its amendments was postponed to Aug. 1, 2007. At present, manufacturers and laboratories have the choice of applying EN 55022:1994 and all of its amendments, or of applying EN 55022:1998 and its amendments until 1 August 2007. In practical terms, this means that for the time being the use of ferrite isolation on exiting cables and the telecom-cable common mode measurement are optional. The chart below gives further illustration on this point.
